TERMS OF REFERENCE

Position: External Evaluator for Kosovo Security Barometer

Timeframe: 1 October 2012 – 30 September 2013

Duration of the evaluator’s engagement: 10 days

 

 

1. Background

The Kosovo Security Barometer aimed to to track the ongoing security, justice, political and economic developments in Kosovo and advocating in improving the governmental policies in each of the respective fields. The KCSS team has been well aware that mechanism that surfaces the people’s perceptions especially in the momentums in which Kosovo has been would became a strong advocacy tool in influencing the institutional practices in the security sector. Therefore, having in mind the broad list of concerns the main objectives targeted by this project were: (a) to promote public oversight and the accountability of security and justice institutions in Kosovo; (b) extensive media coverage generated by the events and publication of the research results will also indicates success; as well as (c) any change in the security or justice institutions’ policies or practices in response to the findings published in the KCSS report, or instance of implementation of proposed recommendations, will be an indicator of success.

This meant that the main objective set by KCSS was to produce a reliable policy report and to use it as a baseline for conducting the advocacy efforts in improving the performance of the security and justice institutions. However in order to achieve this goal, the KCSS identified that it is was very important to diversify its research methods, using quantitative methods in parallel to the qualitative ones and  then to use all available source in order to formulating comprehensive and very reliable evidence based advocacy policies.

 

2. Scope of work

The evaluator will review and analyze the activities of Barometer provided by the KCSS management. The evaluator will assess the extent of the implementation of the project in general. The evaluation is particularly required in the following areas:

- Quality of quantitative survey;

- Management of the Field Research;

- Quality of the published report;

- Advocacy;

- Communication and outreach;

In addition, the evaluator may cover also the following areas:

- Internal capacity building as the survey was supervised and conducted completely from KCSS staff;

- Ability to organize advocacy meetings with representatives of the security and justice institutions covered by the Kosovo Security Barometer survey

 

3. Deliverables

1. The evaluator will prepare an evaluation report that describes the evaluation and puts forward the evaluator’s findings and recommendations.

2. Verbal presentation of the report in front of the KCSS staff

 

4. Method of work

While maintaining independence/neutrality, the evaluation will be carried out using a participatory approach, which seeks the views and assessments of all parties. The evaluation will make use of the results of previous evaluations of this project. The process of evaluation will rely on face to face interviews with employees of KCSS (3 staffers) and partner organizations (up to 3) and governmental sector (up to 2).

 

5. Evaluation Time Frame

January 2011 - December 2013 (Evaluation to be conducted in September 2013

 

6. Funding

The selected candidate will be paid a maximum value of 750 € (GROSS) for the entire commitment.

 

7. Requirements and Qualifications of the evaluator

At least 5 years of experience in the relevant field

Rights based approach to evaluation

Knowledge of programming and project cycle management

Excellent written and verbal communication skills

Experience in producing high quality written reports

Fluency in English

Knowledge of the Western Balkans context (advantage)

 

8. The documents to be submitted with expressions of interest include:

o Evaluation proposal or plan

o CV/Resume

o Example of previous work done on evaluation of projects

 

The evaluator should not have been directly involved in the work with KCSS or donor/funders of the KCSS activities or in the implementation of any of the projects.
