Gender and Security in Kosovo and the Implementation of the UNSCR 1325

Kosovar Centre for Security Studies (KCSS) in collaboration with NATO Public Diplomacy Program cordially invites all the interested researchers, local and international civil society organizations to submit their abstracts for the international conference on Gender and Security in Kosovo and the Implementation of UNSCR 1325.

 

Period: March – June 2014

Deadline for submitting abstracts: 21st March 2014

 

Description of the project

The situation of women inclusion in Kosovo security sector both in terms of political participation and social capabilities is unequal to that of men. The variety of different roles and responsibilities for men and women has constructed a diverse picture of their positions in society. In particular, the lack of educational and employment opportunities have continually made women dependent on the man members of their families.

The United Nations Security Council Resolution (UNSCR) 1325 is reported to be one of the most comprehensive resolutions adopted in the field. Its introduction in Kosovo seemed to be a step forward in overcoming the challenges that women face in the public sector. The major turning point in the promotion of gender equality and therefore also women inclusion and promotion in the Security Sector in Kosovo has been the recent process of drafting the National Action Plan (NAP) for the implementation of UNSCR1325.

The security institutions have emphasized the importance of women’s representation and have encouraged women to become involved in roles that were traditionally considered to be ‘men responsibility’. However, in practice there are major problems and challenges on inclusion of women in the decision-making process, particularly in security institutions in Kosovo. In particular, the lack of political will and the lack of courage to challenge the existing approaches, as well as to promote the principles of gender equality, has historically prolonged the development of this sector. Also, the low financial capacity has been a constant and major factor in preventing various gender-related activities.

 

Eligible subjects

We kindly welcome interested researchers and organizations to present their project proposals these relevant subjects:

·         Gender and Security Sector in Kosovo

·         Gender representation in Security Sector in Kosovo

·         The implementation of UNSCR 1325 in Kosovo

·         Strengths and weaknesses of the Kosovo National Action Plan (NAP)

 

Any proposal in these and other themes relevant to the topic of the project is highly welcome.

 

Guidelines for submission

·         Short introduction of the author and/or the organization (300 words)

·         Abstract of maximum 500 words
